Ram Concept Negative Reinforcement in Two way post Tensioned slab

Hi - Team at Ram Concept,

I am designing a two way Post Tensioned slab, conc 5000psi, with circular columns w/ thickness 9" and 13" (courtyard and below units) for a Podium Slab. 

When I look at the negative rebar requirements, it shows I need 12-#5 @ 24"o.c. over the columns over the span width. On checking further, I realize I need 6-#5 for strength, and an addition 6-#5 per ACI minimum requirements. However, per ACI 318-14, the minimum rebar has to be spread in the "1.5h" zone (section 8.7.5.3) w/ a minimum spacing of 12" in the zone. How is the spacing requirement not satisfied in my design? Is there another code check requirement box that I left unchecked? Please advice.
