How do I release a certain connection between two members without affecting individual continuity

Hi, I've got a member release problem that I am not sure how to manage.

I have two members, 1 vertical post (CHS) and 1 horizontal member (PFC), the PFC is supporting the CHS in lateral forces only (Fx and Fz) through a U-Bolt connection. It is not a moment connection, hence there should be no moment transfer between those two members but at the same time, the moment in each of the members at the joint location should not be 0 because the CHS and PFC will act independently at the joint. Also, the vertical force in the post should not be transferred to the PFC. 

I have tried removing the horizontal member entirely and inserting a pin support (releasing Fy), but that changes my expected deflection significantly and gives much less deflection (which I am not fully confident in this result). I also tried doing some member releases the normal way but the structure doesn't behave as I highlighted above and I end up with instabilities. Your help on this matter would be highly appreciated.
