Design of industrial shed on concrete column.

I am having a case in which a steel rafter is connected to a RCC column.

I want to know that, do i have to assign lateral load on RCC column or not, as we do it in the case of steel column and steel rafter.

Also, 

I want to know that what connection should i assign to the RCC to steel rafter, as pinned or as fixed.

Kindly explain.
