Moment capacity of Steel beam GRAVITY v/s LATERAL FRAME

Why there is a difference in the moment capacity of a beam when compared to gravity design and RAM FRAME design.

For example, for one particular beam, if the moment capacity is 120 k.ft shown under gravity design and for the same beam the moment capacity is around 20 k.ft under RAM frame design results.

I dont know how the value gets lowered to that extent.
