Sorry my earlier question on this subject was wrong

The term should be System Overstrength Factor OMEGA

The correct question is 

WE ARE SUPPOSED TO CONSIDER System Overstrength Factor OMEGA=3

FOR STRENGTH DESIGN A TYPICAL LOAD COMBINATION AS GIVEN BELOW
