Bolted End Splice with Compressive axial load

 I am trying to design a Bolted Beam Splice W10X49 & 1" End plates using the BS with Flush Plates.

I have Compression axial load and weld on flange is not good because it does not develop the capacity of the Compression Load.

I do not understand why it must develope the load for the compressive axial load. Does that not just transfer betweeen the W10 to the end plate to the other end plate and to the other W10?
