Instrument Stand for a Transmitter in Nuc plant

I am modeling a plate/rack (for which the configuration was dictated to me) in order to mount a transmitter rack for pool water monitoring.  I have used solids for the transmitter (inserted picture) and plate and member elements for the plate and the small bore tubing.  Dynamic analysis model ran just fine, but then I looked at the mass participations and there are several funny things going on there...the in-plane (X-direction) mass participations are non-existent, but the Y and Z look good.....but at the bottom of the list, all three of the total base shears are zero.  I'm still racking my brain, but I thought I'd enlist some help.  This is a weird little thing and I haven't used STAAD in this manner before....any suggestions?
