Can you please clarify the questions below,
1) Are the SQX and SQY out of plane shear stresses, that act perpendicular to the plate thickness?
2) What are Max QX and Min Qy in the plate stress table(please see the screenshot)?

Where mentioned in order to get shear force per unit length, one has to multiply shear stresses (SQX or SQY) by the thickness of that plate element.
Please see the attached screenshot 'Plate stress components' from the book 'MODERN STRUCTURAL ANALYSIS - MODELLING PROCESS AND GUIDANCE' by Iain A MacLeod, where is says shear stress due to transverse shear is equal to = 1.5Sx/t, t-plate thickness.
3) Which one we usually use to calculate shear force?
