Eccentrically Compressed I-beam in SNiP II-23-81*

I have a question. In SNiP II-23-81* F.(57) table 10 ALPHA=0,65+0,05mx. But in STAAD ALPHA=0,55+0,05mx.

Thus mx=1,07, ALPHA=0,65+0,05*1,07= 0,70. C=1/(1+0,70*1,07)=0,57.

F.(56): 1300 / (0,57*0,63*1,42E-02) = 255 MPa > 245MPa. Member FAIL.

In STAAD: ALPHA=0,55+0,05*1,07= 0,6. C=0,61. F.(56) 235 MPa. Member PASS.

ALPHA is wrong.
