un-reasonable formula for Different size Column flange cover plate splice connection

hi,

There is a RAM software problem about different size column cover plate splice connection. In bolted cover plate cs(non-bearing) connection for different size, when we click the "consider interior plate", why the bolt shear capacity doesn't multiply 2, it should be *2, we can put a packing plate there, can you explain that is why?

now, we use the BS EN 1993-1-8:2003.
