Wind Load factor in EIA-222F

Any body could help me?

After completing the model and load of a tower, I continued to the member check step.

When I opened the member check menu, I found value 1.33 for WL factor In a code check Option box of  MsTower Software, is it a default value for Wind Load Factor ? is it referenced by EIA-222 F or BS 449? May I reduce the value became 1.00?
